Our Founder

Lawrence Evans III, PhD, MPH is Managing Director & Senior Partner at Elkins Consulting Group. Lawrence is a global health leader with over 20 years of experience in regulatory system strengthening, pharmaceutical policy, and project management. He has advised national authorities and ministries across low- and middle-income countries on GMP compliance and regulatory reform, and led national assessments for regulatory strengthening and local manufacturing investment. 

Previously, Lawrence held senior roles at the United States Pharmacopeia, where he developed strategies to improve access to quality medicines, managed multi-million-dollar programs, and advised international agencies including WHO and UNICEF. 

He also serves on several international boards and technical committees, advancing pharmaceutical standards and public health, including the NSF Joint Committee on Homeopathic Products

and previous vice-chair of the 

African Medicines Regulatory Harmonization, Technical Partners Group.  Lawrence holds a PhD in Analytical Chemistry, an MPH in Epidemiology, and a BS in Chemistry.
